These aren't separate pages as they are likely just dynamic pages using your blog listing template. This function is pretty similar to any CMS or blog platform out there.
From an SEO perspective, I wouldn't be concerned. The fact that it uses the same title tag won't hurt you and somehow creating unique titles on these pages won't help you either.

In general, you're right, search engines don't like duplicate title tags. However blog listing pages are dynamic, so the content on them is going to change on a regular basis. The likelihood of a page 2, 3, etc. blog listing page performing well from a search visibility is slim.

It may be not a big issue, but the Google Search Console would still point you to this problem. And to go further, a consultancy agency that's doing the SEO work for us would say "you did not eliminate all the problems we've pointed you to, so we are not taking responsibility for the bad SEO rankings".
A good SEO solution (take any popular SEO plugin for Wordpress, for example) would add a "Page 2", "Page 3" and so on to your existing titles just to avoid this problem.
