Solved it.

Turns out, the whole payload doesn’t need to be JSON.

This is what worked:

hs_context = { hutk: cookies[:hubspotutk],
 ipAddress: request.remote_ip,
 pageUrl: request.url,
 pageName: "EnquiryForm" 
 }.to_json
