You need a paid seat to move a conversation (in the inbox) correctly

Hi,

When working with multiple inboxes and a lot of users in the conversation inbox, it's a nice feature to move conversations without assigning directly to a specific user. So the other team can decide how to and when to assign.

Since a recent update this is only available to users on a paid seat. When working with enterprise clients this causes a huge increase in seats only to move a conversation correctly. 

Suggestion: make it available to move a conversation without assigning it directly to unpaid users.
