Smart Content for Anonymous Visitors

The HubSpot tracking code is already creating a cookie for anonymous visitors and beginning to track web activities before a contact conversion has completed. Personalization would be even more powerful if we could create smart content based on web activities before a conversion has occured. For example, consider a visitor that organically arrives at a webpage detailing a product but then navigates to the homepage. We haven't converted that visitor so unfortunately we have limited smart content rules (i.e. country, device type, referral source, or preferred language.) None of these options will allow us to personalize the homepage based on that specific product page view.

If the HubSpot tracking code has already created a cookie and is attributing web activities to it, then we should be able to create smart rules based on that activity.
