Easily identify contacts who have received duplicate emails

We would like a way to check if a specific contact has received the same email more than once, especially more than once in close succession.

For example: if I created two workflows that sent similar emails to contacts at similar times and, for whatever reason, someone wound up being enrolled in both workflows, I would like to be able to identify which of my contacts got the same email twice, once each from each workflow, so that I could address that with an apology email.

Or, better yet, have some kind of failsafe in a workflow that would prevent that from happening in the first place. Eg: in the enrolment  criteria at each action step in a workflow, it would be useful to be able to select, "Send them [Email Name] IF they haven't received [Email Name] within the last [time period]"
