Tool Tip Blocks Buttons
This tool tip is eternally popping up and blocking the row of buttons below it and has no X to dismiss it. It is slowly but steadily driving me insane.

As of 2025, the correct answer to this is to create a banner CTA. That has all the options for scheduling, visibility, etc.
