Blog library: changing topic / tags sort order

CTA best practices: blog posts and social graphics
Is it considered best practice to have a CTA at the bottom of EVERY blog post? Obviously social graphics aren't CTAs as they aren't directly clickable... does that mean you should not use 'false' CTAs/buttons on social graphics?
