Control editing of line item names and descriptions in Quotes

Default to require signature and countersignature on quotes
We require signature on all of our quotes, and primarily require countersignature too. The ability to set those as defaults on a quote template would be fantastic. Similarly, adding more options for signature blocks (i.e. title) would be great.
