Setting organization-level export default to XLS

I am a super admin and trying to setup the export settings so that for all users the export defaults to XLS instead of CSV. Is there a way to apply that as the account default?

Hide sections of HubSpot from some permission sets in HuBSpot navigation

We can limit contact (property level, objects owned by others) but it would be very helpful if we could hide the option of some other sections, if that makes sense. Like one permission set only being able to see CRM and Reporting in Navigation.
