In that case, I'd try importing your list of deal IDs the old-fashioned way, through the import wizard. This should work with your import file just containing the record ID column.
During the mapping process, make sure to map the record ID. By doing so, you're effectively not importing anything, just associating the deals with an empty import:
After importing, you can identify these deals by going to Menu > Sales > Deals, clicking on Advanced filters (0) and setting an Import filter.

Yes, under Menu > Contacts > Lists > Create list, you can create a deal-based list. When you filter for Deal properties, you should find the record ID.
I've tried to upload multiple records at once, splitting them with a semicolon, the exact same track as multiple email addresses, but it doesn't let me do this for the record id.
Looks like it can only be one record id at a time.
