Based on your context, I would structure them in 3 levels:
- Level 1: Business Unit
- Level 2: Marketing Category/Service Type
- (OPTIONAL) Year, which allows for easy navigation and retrieval while maintaining logical groupings.
- Level 3: Elements (photos, collateral material, budgets, marketing plans, etc). I prefer to add the year in the element folders.
