Workflow Re-Enrollment based on new Form Submissions

I am trying to hook re-enroll contacts based on the form submission criteria fields on the contact. For some reason, all of the "Is known" attributes are not eligible for re-enrollment.

Why is this?

What kind of property are you trying to use in your workflow enrollment criteria? Is it a HubSpot standard one, or a custom one? And what type?
