When to move to non-marketing status

I have some lists of contacts that are bounced and unsubscribed.

Does it make sense to make all of them non-marketing contacts? I would think email marketing is only one part of it, but if I move these to non-marketing status I cannot target them over ad platforms using Hubspot audience lists, correct?

Could anyone share any tips on this?

Regarding to Non Marketing Contacts, this will mean not being able to send emails or target them for ads

(actually not to do any marketing action) you will only be able to send 1-on-1 sales emails to them.
