What is best way to create everything from Form - quote - order - invoice information?

I have need to create form for handling customer orders etc. Cannot use any payments options because they are not valid here in Finland. But need to get solution where:
Customer choose correct line items and give amount information with form.
After that when submitting form - customer get Quote, where is place to approve it (f.e. email approve etc).
After approve, automation creates information for the billing people and tech people who put ordered solution to work.
Something like this:
And... this is B2B business. Nothing happens without quote and after approval customer have to get fulfilled contract witch correct attachments.
This process needs to be divided into 3 parts, which include automation and manual process. 1) Create a workflow on for fill and send a notification/ create task to sales rep - to create a quote for the contact. 2) This will be manual process - Here the quote will be created by the Sales rep and will sent to the contact via email. You can also share the quote from a contact, company, or deal record. 3) After getting the status on the quote, create the quote based workflow and set the desired property values.
Note: Quote cann't be created automatically in hubspot on form fill you have to go through above process.
What is best way to create everything from Form - quote - order - invoice information?
Hmm... This is kinda frustrating if we are thinking about clean & smooth inbound sales process. Is there any 3rd party addon which could help this automatic quote process?
Or... how typically is solved situation where B2B customer fill form for creating order?
