That's correct, the list might include those contacts as well.
If you want a report that excludes this scenario, I see two options. Either you use contact-based workflows to set a timestamp for the CTA click and the form submission each, e.g. CTA click date and Form submission date. Contact list filters then allow you to set these date property filters:
You could specify that CTA click date is before Form submission date.
Alternatively you would have to set up a custom events funnel report. This is only available in Marketing Hub Enterprise.

The easiest option would be building an active contact-based list: Contacts who have clicked the CTA and who have submitted the form. Would that help or are you looking for something different?

Thanks for your reply! I thought about it, but not sure how to set up the order. Isn't there a chance that this list will have the users who at first submitted the form and then randomly clicked on the CTA?
