If we've deleted a contact, is there anywhere to log the details to stop it being re-entered? It comes from a member of the team who keeps forgetting to delete the BCC on his own mails.

While you aren't able to ban a specific contact/email address from being created in HubSpot, you can take some steps to ensure that the contact is never sent any marketing emails. You can also add specific email addresses to your never log list (instructions in this HubSpot Knowledge Base article), so that's a step worth taking to ensure that the contact isn't created/recreated/updated from logged emails.
Create an opt-out list
If you follow the instructions in this HubSpot Knowledge Base article, you'll be able to import an opt-out list that will flag any email addresses within that list as opted out of marketing email communications. You will still see that contact record, but you won't be able to send them any marketing emails (and they won't be eligible to receive any automated workflow emails either).
Create a "Do Not Contact" property or something like
Alongside the opt-out list, you can also create a custom property like "Do Not Contact." You can set it to "Yes" for that contact and then factor that into any exclusion lists that you have.
Either way, it's probably best to try and keep the contact record in HubSpot so that you can keep tabs on it. Just make sure that you have the contact on all applicable exclusion/suppression lists and they're filtered out of your reporting.
I can add here that for opt out or do not contact options, you can create a workflow to automate it. Use that list of property = YES as a trigger. And the first step chose "Delete contact". Just note the below.
