Currently when an international lead comes through it triggers an internal notification to someone on our team then they forward to our partner to follow up with. It includes the lead's name, contact info and what they are interested in. Is it at all possible to send an internal notification to someone outside your company that doesn't have a hubspot seat?
Specifically for the internal email notification action, no; the recipient must be a user.
If you have Marketing Hub Professional or Enterprise however, you can send an internal marketing email, which is a separate workflow action - and let's you specify any recipient, user or not, you just type the email address. (Requirements for opt-in status, marketing contact status etc still apply.) You simply have to create an automated email in the email tool, then add the action in a contact based workflow.
Sending an email notification to a contact record won't work, as far as I can tell - as workflows will always look at the enrolled contact, not one that you specify. With the internal marketing email, you specify the notification recipient for any enrolled contact.

An internal notification isn’t possible if the recipient isn’t a HubSpot user. However, a good workaround is to create that person as a contact in HubSpot and mark them as a marketing contact.
From there, you can set up an automated email using personalization tokens, similar to the internal notification emails you receive when an international lead comes in. Then, simply build a workflow that sends this email to the contact when the relevant trigger occurs.
