There is unfortunately no configuration that allows for making fields on associated records required. I assume that the product team will deliver this eventually but as of now, it cannot be done.
As for your second question, yes, this can be achieved with conditional logic: https://knowledge.hubspot.com/properties/set-up-conditional-logic-for-enumeration-properties
