What you could also do to be safer and for the sake of explainability of the workflow, not using "after expert stage" but using "after became initial outreach send date" for example. In both cases, I would test the workflow with several contacts to see if it works as you planned.
@MConnelly3 I would suggest what you did too. Keep in mind that this relies on your "Expert stage date" is static and won't be changed. If it can change, you can create a mirror property that logs the "expert stage date" once its reached via a workflow, then you can use it in you filter too.
