How to handle too many active contacts from one companySOLVE

My company deals with a good amount of enterprise clients. These companies may have several contacts/departments that use us and have each independently opted into our system. (e.g company x has 9 contacts, all of which are still with the company and do business with us, verified by salespeople)
The problem comes in when we try to target industries (our primary segmenting technique) which grabs all 9 contacts and then I believe we're getting rate limited (Thier IT dept. see's 9 incoming emails from us and we get quarantined and our deliverability gets severely hurt.) I talked to our IT guys and they said Double-Opt-In wouldn't help as it's the just the number of contacts getting hit at the company.
Can anyone think of a solution to still target these people while avoiding this problem that scales? I was thinking some kind of custom property but honestly, have no idea where I'd start.
