That is currently not possible in HubSpot, because the "global bounce" status isn't part of the email hard bounce reason:
In the past these global bounced contacts could be seperately marked in an import (see this Loom) but that option got retired a few months ago. As of right now, there is no easy peasy way to monitor global bounced contacts, you will only stumble across these as you review individual contacts. At least that is my current understanding.

Accounding to HubSpot support on the same...."Looking deeper here, I see that our Email Services Team has restricted the "globally bounced" status amoung portals. This is to comply with Personal Identifying Information restrictions."

You need to create a list of "Globally Bounced Contacts" in HubSpot and remove them from your system. Below is how I would do it:
Go to your HS account and click on "Contacts" > "Lists" > "Create List" > "Contact-based" and give it a name like "Globally Bounced Contacts".
Now we want to define the filters: click on "Filter Contacts" use the “Contact property” filter, select "Email Bounce" property and now set the condition to "is any of" > "Global Bounce". Then save everything by clicking on "Apply filter".
Once we have a new list created and populated, review the contacts and ensure those are the ones you want to remove. Now, go back to your "Globally Bounced Contacts" list, click "more" and then "delete".
