As far as I know it has not, no. I would say that HubSpot's support team can be subject to sick leaves, time offs, and unexpectedly high volumes of incoming tickets, too. It's very likely temporary and I expect things to go back to normal soon.
But: I could also be wrong. If you want an official answer I'd recommend reaching out to your customer success manager.
