Exploring Options to Move Our Partner Portal from SharePoint to HubSpot

Hi everyone,
We’re currently using Microsoft SharePoint to give our partners access to marketing materials. The content is divided into two types:
Materials that are shared with all partners
Materials that are specific to individual partners
We’re considering moving this partner portal to HubSpot (They cannot access deals and etc)and would like to understand if it's possible to meet the following requirements:
Control access to documents based on partner-specific permissions
Track who logged in and when
Track who downloaded which materials
Is it possible to build a portal or something like this in HubSpot, and if so, what tools or features should we explore?
This can probably achieved with custom development; the main question being at what cost. HubSpot does have features to set up private content, custom events can be setup for log-in tracking and also download activity.
That being said, HubSpot wasn't built for this use case. This comes down to your full list of requirements and budget, but I would probably look into a dedicated partner relationship management solution.
