There are a few time tracking apps which integrate with HubSpot, like PSOhub (time tracking), Clockify(picks up the name of ticket records), TMetric (timer button for HubSpot tasks) or Hourstack (also for tasks) which seem to work well with HubSpot. You would have to check whether these apps fulfill your exact requirements and allow you to see all employee activity by time.
If a HubSpot integration is not a must, I'd recommend Toggl.

Clockify - Probably one of the most popular options on the list. There is a free version that you can try.
QuickBooks Time - If you're already on QuickBooks, it makes sense to try this option. It offers features like GPS tracking and geofencing.
Toggl Track - We've used this a few years ago, it was easy to use but I'm personally not up to date with their updates.
Harvest - Another popular item I've never used, but it has many positive reviews.
TimeCamp - If you need activity tracking and productivity monitoring features, then you can check this one out.
Hubstaff - A good mix of time tracking and employee monitoring features.
RescueTime - Another option that is often mentioned in similar lists, but its user interface is lacking.
