The date format for personalization tokens in emails is determined by the numbers format you choose for your account: Settings > Account defaults > User defaults > Date and number format
It cannot unfortunately not be set within the email editor.

I agree with @karstenkoehler , But if still forcefully you wanted to change the format then I have a one workaround so we have to create one custom property of single line text type and then create a small workflow and in this you can add one custom coded action in which you can change the format of your date stored in your date property and then save in our custom property and at last you can use this custom property as a token in your email.
I know this is not a direct simple solution but its a one time effort and in future you can re-use it anywhere.
