Hello! We just won an award, and there was a writeup on the award in PDF format. We want people to check out the award write up as it is an important milestone for our company. I added the PDF file in the files section on HubSpot. We want to drive traffic to read the award but want to keep it ungated for a better user experience. I want to add a CTA popup on the PDF file to schedule a demo, but when I add the URL for HubSpot PDF link and test it, the popup does not appear on the PDF. Any suggestions or best practices?
Pop ups will not embed in a PDF format. But if you add the link from the CTA button like you could in the older version of the tool, you could use that link to track who clicks on it if they are known to the system.
As @Ben_M said, there's no way to add a CTA to a file hosted by your HubSpot. The best thing to do would be to create a new page on your CMS and embed the PDF then add a HubSpot CTA popup to that page to gather demo requests.

@LDykes5 Yes, you can create a new blog post or regular page in the HubSpot CMS and use a PDF embedding tool or add some custom iframe code to place the PDF. Check out my profile and send me a message/email if you have more questions.
