Unable to edit User permissions

SOLVE

Hello,

I am trying to update user permissions for a few users I have created. I do have admin permissions, but not super admin, I dont know if that makes a difference. I would like to take them from View, Communicate, Edit with the permission level as 'Everything' to team only. 

And on the service tab I would like to update  View to "Team only' and Edit to "Owned only". 

When I click onthe drop down list the options are greyed out, the only choice i have is 'Everything'. I have tried removing this user from their current team and adding them to another, still had the same issue.

I'm sure i'm over looking something, i was hoping someone had come across this before who might know how to solve this. Thank you for any input!
