The setup of business hours doesn't seems to work for the live chat.
We have the live chat setup on our website + the business hours setup in our config but nothing changes in the chat when we are outside of the business hours.
We are experiencing the same issue on https://affinityconsulting.com. Our availability settings are as shown in this screenshot. We are receiving chat inquiries on weekends and after hours regularly.
We have not created a bot per the article you reference, nor do any of our settings indicate the use of a bot. We do, however, ask visitors for their email address (see screenshot).
