As far as I can tell, this is behavior that HubSpot once supported but does not anymore. You can confirm this quickly be creating a new property and attempting to have an option that has both label and internal name empty. HubSpot will not let you create that.
In other words, you'll have to assign both a label and an internal name.
I assume that you need this for a website or ticket form – if so, you can simply edit the value to be empty right in the form:
Regarding your second question, I was not aware that this was related to your first and specifically to an empty internal value. Generally, HubSpot looks the label when there are characters in label and internal name. For an empty option, you tested the behavior, thanks for sharing the results.

the property is a HubSpot default Ticket Property. It's property type is Radio select. A default option of the radio is the [blank] ie no Resolution yet so therefore not selected yet and left blank. However we mistakely changed the label of the "blank" label and now it won't let us leave an option label blank even though the internal name of it is blank.
we need to ability to clear the property. ie have it blank.
this is an example of what we are trying to acheive again with the blank option 1
i found the answer to my part Q2. if the internal name is blank it is recognized as an unknown value even if the Label is not blank.

Filters are refering the label, not the internal name.
