We are creating Jira tickets automatically for a specific stage where L2 service support is required.
The users from L2 have no access to Hubspot, and they work only in Jira, in order to be able to communicate between teams we need the Jira ticket in Hubspot to have the syncing notes setting turned on.
Is there a way to set up this synchronization automatically, or by default?

I sincerely apologize for any inconvenience this may cause you. Unfortunately, at present, we do not have any other viable alternatives beyond the manual option I previously mentioned.
