The workflow action to add in pipeline automation would be 'Send internal email notification'. In that action, you can specify whichever recipient you'd like to receive the email.

Agreed, that certainly looks as the ideal and logical solution. However, we are not on the required license level to use automation, so I was looking for a manual action that you can add to a new ticket, with which you can notify certian persons. Something similar to using @ mentions in comments on company record notes, for example.
