Create a report that shows the owner of a ticket during different phases of the ticket

Not out of the box, no. You would have to set up a property for each stage, a user property:
- Stage 1 user
- Stage 2 user
- Stage 3 user
etc
These user properties can be created like any other property (dropdown, single-line text, number). Simply select the HubSpot user property type.
You would then have to set up workflows that, when a deal enters a certain stage, copies the deal owner into the corresponding stage owner.
Going forward, you would then be able to report on owners in each stage or create a table view to see which owner a deal has had in a specific stage.
If your deals tend to change owners, you might want to consider if these changes are role-based. In that case, you could create an owner property for each of these roles which might make reporting easier.
