When you clone a email it defaults to sharing with everyone.
We have a lot of users so I only create templates in appropriate folders and team based sharing to reduce clutter.
It's rather inconvenient cloning templates and having to manually adjust sharing settings as it's not availbe from template editing pop up.

Could you please connect with HubSpot Technical Support?
As Support is included in your subscription and they will be able to provide real-time assistance for this matter, including hopping on a screen share if necessary. Especially collecting any HAR if needed.

I made an example template here that is only shared with Developers
However when I clone it the sharing settings default to Everyone
This means instead of an easy 1 or 2 click clone the process is actually:
