Assigning Chats to member of team they have worked with previously

Our Customer Service Team is split into two different divisions. An Engineering division for product knowledge and project assistance and a Help Desk division for ordering questions, website help, etc...

Specifically in our engineering division I would like to automatically assign a website chat/email from a shared inbox based on if our cusomters have worked with a specific rep before.

 

Right now I am only seeing that I can assign based on Users/Teams in a round robin format or by Contact Owner. Neither of those will work for my current situation as our Sales Reps are designated as Contact Owners in Salesforce
