I even spoke with a customer service agent, showed her the screenshots (posted below) and I was told she couldn't help. She suggested that I post in the community about it to find a solution. Even after showing the screenshots reflected exactly what the steps were asking I would still get a pop up that said I needed to open a FB Ad Account. Its like it didn't even see that I was logged in. I tried another browser (Edge instead of Chrome) same result. I tried even purging cookies and data from the last 24 hrs, same result.
@trevordjones & @JordanJulio I got it to work. I added my Google Business (Google Ads) Then I was able to connect it facebook. I wish I had screenshots but I didn't think about it until after.

Hey @mharsh - looking at this, I'm curious if because your campaign is marked as Completed in Meta if that has anything to do with not showing Active ads? Is your HubSpot Tracking Pixel stitched up to your Meta account?
Maybe these steps would be of help?
Install the HubSpot Tracking Pixel on Your Website:
Log in to your HubSpot account.
Navigate to the "Settings" menu by clicking on the gear icon in the top right corner.
In the left sidebar, under "Website," select "Tracking Code."
Copy the tracking code provided for your HubSpot account.
Paste this tracking code into the header or footer of your website, depending on your platform's requirements.
Set Up Facebook Conversion Tracking:
Log in to your Facebook Ads Manager account.
Go to the "Events Manager" by clicking on the menu icon (☰) and selecting "Events Manager" under the "Measure & Report" section.
Click on "Connect Data Sources" and select "Web."
Choose "Facebook Pixel" and follow the prompts to set up your Facebook pixel. Make sure you place the pixel code on all the pages of your website where you want to track conversions.
Test your pixel using the Facebook Pixel Helper Chrome extension to ensure it's firing correctly on your website pages.
Link Your Facebook Ad Account to HubSpot:
In your HubSpot account, navigate to "Marketing" > "Ads" in the top navigation menu.
Click on "Create ad campaign" and select "Facebook" as the ad network.
Follow the prompts to connect your Facebook ad account to HubSpot. This will require you to log in to your Facebook account and grant permissions.

And I am still getting the "Create ad account" pop up modal. Its like hubspot doesn't see anything. I connected messnger just fine. I see that this Facebook Ad app is compatible and it's under free.
@mharsh To confirm - when you go into HubSpot > Marketing > Ads > & hit the wheel icon on the top right, you are not seeing something similar to the image below:
I don't know if you saw @JordanJulio 's quesiton about having an active campaign? Not having an active campaign can cause the account to not authenticate correctly.
