The calendar requires permissions to install Google Meet

As an administrator, I added Google Meet, but other users can't use it because it's not installed for them. In my view, the integration with Google Meet should work the same way as Google Calendar, but it doesn't.
1. When creating an event, users can't select Google Meet.
2. If they click the 'Connect App' link, Google Meet isn't listed.
3. When users go to the Marketplace and find Google Meet, they are prompted to request installation permissions from the administrator.
4. The administrator receives an email asking to grant permissions to the user via the path: Admin - App Marketplace Access, which doesn't exist in the system. Alright, I understand that I need to go to Users -> Account -> Settings Access -> App Marketplace Access.
5. The problem is, I don't want to give all users the right to install applications!
6. Moreover, granting a user permissions through App Marketplace Access does not take effect until the user is givensuper admin rights.

Switching that option didn’t help until I gave superuser rights. Either way, it doesn’t solve the problem because I don’t want to give users unrestricted access to install any apps or spend time on system administration. I don’t understand why it’s not possible to create a list of trusted apps that don’t require installation permissions.
