Resyncing deleted Hubspot contacts from SFDC

Hello,

How does Hubspot know not to resync an SFDC contact if it has been deleted in HS?

E.g. HS contact - synced - SFDC contact >>> HS contact is deleted - SFDC contact is kept >>> HS contact is not resynced from the remaining SFDC contact (how?)

My second question is if further down the line I decide to resync that remaining SFDC contact, how can I do it, since somehow now HS is preventing it?
