How to implement a text messaging automation workflow in hubspot

I am using the hubspot Sakari text messaging integration to send text messages via hubspot. According to: https://medium.com/sakari-io/the-hubspot-text-messaging-2019-simple-getting-started-guide-348dd4c43f.... I should be able to schedule text messages as actions to send to contacts. I've created a test workflow and I've validated that the contact is enrolled in the workflow. When I try to test the workflow no messages are sent.

Expected:
A text message is sent at 1:47pm. 

Actual:
No message is sent.

Can you please let me know if this still did not send the text message? I know their can be a delay when the test text message is being sent out.
