Workflow: Notification when potential customers open old quotes?

Great question @KJonsson. This is something I have been asked before, however, this is unfortunately still not a capability within HubSpot as of yet. As of now, the only notifications regarding Quotes that you are able to set for yourself are here (Receive notifications when an asset update is available, a refund is requested, a purchase is confirmed, a refund is issued, a refund request is canceled, or a refund request is denied.)
It seems that many others have requested this feature as well and it has been placed in planning as a possible future request (albeit it says it's been in planning since Dec 2020). I would recommend upvoting it here though because the more who push for it, the higher up in priority it will go.
As for "what can I do now?" I do have a suggestion that although will not provide a full solution, hopefully, can ease the pain in the meantime:
If you have either Sales Pro or Enterprise, you have access to Quote-based workflows.
You could use criteria such as this example below as a trigger to create a task or notification for your team to see that it still has not been signed, paid, etc.
If you don't think this would work, maybe creating an Active list with similar filters, or leaning on this resource of enrollment triggers may help provide some inspiration for you as well. Sorry, I was not able to provide the exact answer you were looking for, but I hope this can be a helpful alternative! 🙂
