Why is contact automatically set as opt out?

Hi

I just created a new contact for an existing company and it was automatically assigned as "opted out of email".  Anyone know why?  If I set a view of contacts to show all of the Opt Out fields, this particular contact does not show up in any of them.  So is it really opted out?

I could be that the contact is globally bounced? Meaning they have bounced in another HubSpot portal previously.
