I have created a new calendar in Outlook with the email associated on my account, but it still isn't showing up as an option sync to. The calendar is connected as I am seeing the other calendars showing, but the one I want isn't showing up in the options.
Calendar sync will only sync with a user's primary calendar. If a user has multiple calendars in Outlook or Google, HubSpot will only sync with the primary or default calendar, see also here.
