Under deal permissions there's only options for view, edit, and delete. There's no "create" option to restrict a user's ability to "create" a deal record.
Our deals are going to be created via integration from an ERP. We're just trying to find a way to block users from manually creating deals. While they'll be instructed not to, my gut says someone will still attempt to down the road.
This is now possible. Navigate to Settings > Product updates > All product updates and you should find this beta:

What is it?
We’ve added new user-level permissions enabling admins to control who can create and/or edit specific object types (Contact, Company, Deal, Ticket, and Custom Objects).
Why does it matter?
Admins can now ensure better data hygiene by separating permissions for editing and creating records. This allows admins to enable users to edit Contacts, Companies, Deals, Tickets, and Custom Objects without automatically granting record creation abilities, addressing customer concerns about data quality and control.
How does it work?
Admins can manage user permissions by navigating to "Users & Teams" to set access levels for creating and editing records like Contacts, Companies, Deals, Tickets, and Custom Objects. Initially, users with edit permissions will automatically have create permissions for those object types.
Known limitations
- Custom Object creation is not yet being enforced by new create permission
- Imports are not yet controlled by new create permission
