Hide certain users from Forecast

I am setting up the Forcasting tool for my company but am having a hard time getting it show only specific people.  I have one team with 6 people in it. One person on the team is not showing up in the forecast.  Another person on the team is showing up in the forecast but I don't want them to.

Secondly there is another team that is showing up in the forecast list.  This team is not involved in forcasting so I don't want them to show up at all but strangely only 2 out of a team of 16 are showing up there.

I'm looking for clearer guidance on how to have my forecast just show quota carrying sales members.

Life the sales performance view one should be able to include and/or exclude users from appearing in the forecast table. Anyone who manages a team does not want to see other users here. Furthermore we need to be able to see nested teams (eg Sales in the main team but you can drill down to nested (eg: new business, enterprise sales, etc).

Pretty much every client I have ever had has asked for this. There is no workaround other than excluding sales seats which is ridiculous.
