Can you create a team with 2 paid sales hub users and others using the free CRM tools. Our organization is slowly introducing the platform to other sales staff and plans to transition all sales staff to paid platform in 2nd quarter of 2021.

Yes, if you're considering Sales Hub Starter, 2 paid users are included (5 in Sales Hub Professional). Everyone else will have regular access to HubSpot's free features.
