Create a maximum number of open contacts per Sales Rep

Hi I'm looking to create a dynamic system that assigns leads to contact owners normally as rotating, but once a limit of 250 is reached for one owner, they can no longer get assigned leads until the change the lead status.

Example below:

Rep 1: Open Contacts 200

Rep 2: Open Contacts 250

Rep 3: Open Contacts: 150

+ 150 New Inbound leads:

Rep 1: Open Contacts: 250

Rep 2: Open Contacts 250

Rep 3: Open Contacts: 250

I looked for you and at the moment this is not possible.
