Hi @GBenz4,
If you're referring to the marketing email editor, and particularly the step where you can select a recipient list, this dropdown is always empty (unless you clone a previous marketing email).
In the dropdown, you can see all active and static segments/lists - including the one created by your SEO tech. If it's the only list, it may seem like a default.
If you want to see additional options here, you would first have to create them, you can find instructions here: https://knowledge.hubspot.com/segments/create-active-or-static-lists
If you're referring to something else or get stuck, please share a screenshot.

Generally speaking, lists don't pop up when sending emails. Care to share a screenshot of where you are in the tool and what exactly you are seeing, so we can narrow this down a bit.
