Cannot change the time when creating a custom 'send later' email within CRM

SOLVE

When creating a CUSTOM  'Send Later' email within CRM, I cannot change the time I want the email to be sent. 

 

It worked until last week but suddenly stopped. 

 

Do you have a solution?

Can you confirm this is happening across multiple browsers, after clearing your cache and in an incognito window? 

 

Can you please provide examples of where you are seeing this?
