Dynamic IP addresses, by their very nature, change regularly. Therefore, the only way to filter out a user on a dynamic IP is to filter out the entire subnet range they are on in. In some cases, this may be an acceptable approach, but it others it may remove data for a lot of valid users.

sorry, but no. I wasn't able to resolve the issue.
I found that with dynamic IP addresses there really isn't a way to filter out IP addresses. The only way I could filter it out would be to click a link froma different website.
