The HubSpot report builder does not have any options to do so, unfortunately. If you want to see conversion rates, you would have to create a separate funnel report for deal stages.

The next issue is that the CRM isn't tracking correctly.
As you can see from the attachments, Chris Farmer is in Quote sent, and then moved to Deposit paid. The sankey graph however is not tracking this. Why would this be?
The Chris Farmer standalone screenshot is in 'Formal quote sent' then lost of contacts in the other screenshot is in the stage 'Deposit Paid'. However, as you can see by the contact records it did enter deposit paid. Why wouldn't the sankey track it?
@DMcLaren4 this report only includes deals that entered the "Survey booked" and subsequently entered the step "Formal Quote Sent", all within the last 90 days, excluding today. Can you confirm that that is the case for the missing deals that you're expecting to appear in the report?
In your screenshots I'm not seeing any indicator that the deal actually was in the stage "Formal Quote Sent".
