Not out of the box, no. Generally, HubSpot doesn't have any automation features that are based on an amount of something. Each record is looked at individually by workflows.
If I were in your situation, I would create a workflow that stamps an Unsubscribe date whenever a contact unsubscribes. This can then be visualized as a report (Count of contacts by Unsubscribe date) and be sent as a recurring email report. It requires a Professional subscription. With a free or Starter subscription, this is not possible.
